In a food processor, combine flours, wheat germ, sugar, cinnamon, baking powder, baking soda and salt. Pulse the mixture until all ingredients are combined. Add in the butter, shortening, and maple syrup and pulse until it resembles a coarse meal. Add the water and pulse until the dough barely comes together. Shape dough into a flat disk and wrap with plastic wrap. Put in the fridge for 10-15 minutes.
